Just unlocked her myself. You have to reach 100T Sylphs, which also unlocks 25th evolution of Tentacle Girl.
Thank you very much. Still, that's a bloody grind and a half. . . Oh well.
I did get the 25th evolution and the scene with it, but I did not get the Harpy unlocked. Is there something else to it?
